The 1/7 rule of oxy-acetylene refers to the guideline that you should never withdraw more than 1/7 of the total capacity of an acetylene cylinder per hour. Exceeding this rate can cause acetone (the solvent in which acetylene is stored) to be withdrawn along with the gas, leading to unstable flame and potential safety hazards.
